I'm sure he has read the articles you site at Out of the Cradle.

Basically he say what I've been saying all along. The IRSU on the Moon makes no sense till you have the right infrastructure which will take lots of time and money. Not something the taxpayers of the USA should be doing, but a fine act for business to do on thier own dime.
