It doesn't take FTL to colonize a galaxy or even 10% the speed of light. It just takes rockets within our technological reach and time. There have been bilions of years of it. Oort cloud jumping similar to polynesioan island hoping is a sufficient means to colonize a galaxy. It might not be practical without fusion, but a fusion rocket is easier than a fusion reactor we just don't have a pressing need for one without an interplanetary civilization. Fusion power makes even ice dwarfs and other large ice balls potentially useful planetoids.
