Religious tolerance means tolerance of religion.
Appointing a panel to decide what religious beliefs are "deserving" and which are not doesn't fit. Legally restricting civil activities of religious people based on such an arbitrary criterion violates the First.
Legally supported restrictions on religious beliefs involve infliction of beliefs on others in ways that restrict the religious freedom of others or result in reckless endangerment of others. Making regulations that force people to violate their religious beliefs in order to participate in government will get you several years in court, probably losing.
