I have no idea what people are expecting out of "deals" with Syria and Iran, which each have ambitions over different chunks of Iraq.
What do these nations have to gain by making any kind of a deal? What to they have to lose by simply waiting for the Americans to slink away?
China and Russia, at the very least, are not going to cooperate on any sanctions on any of these nations. A nation that considers intolerable less than 3,000 military losses over more than three years of war, and any level of civilian casualties, can no longer make credible military threats.
I'm hoping the Democrats can get past the Bush Derangement Syndrome, and realize that this war is a lot older than Bush's administration, and won't go away when he does. Apparently you can't.
