It's the power supply

I took the cover off and switched it on. The cooling fan on the chip was spinning, but the fan in the power supply was not. There was also alot of funny crackling noises coming from it, not loud, but still conspicuous. Anyway, each time I turn on my computer it is taking a bit longer before it comes to life. At first it was a few seconds. That was a month ago. Now it's more like 45 minutes, I'm backing up files religiously, playing Xbox while I wait, and I'm thinking about my options.
