Geez, just change out the power supply.

You can get one at any electronics store. Better a cheap one right now than running your computer on the failing one. A good shot of the wrong voltage to your boards could fry the whole thing.

If the fan isn't turning, and it's making crackling noises, GET IT OUT OF YOUR MACHINE.
