I read several white papers way back when (circa 1980) on the effects of fluorescent light radiation versus incandescent light radiation on living things. As I recall when plants were exposed only to fluorescent light they often died sooner and had stunted growth. Living organisms such as frogs and other vertebrates similarly suffered. It was all about light wavelengths. If I can dig up the author/paper, I'll post a link.
I know how these bills get put together too. The yellow high sodium light bulb makers bribed local Los Angeles city council members back in the late seventies and sold it as a "savings" for the community, even though the changeover to high sodium light cost millions and would not pay back the investment for decades and had already been proven to depress people and promote crime. And no one voted on the measure - it was just passed by the council. And this sort of thing was repeated in cities all over the nation, and the sodium light makers could point to other "cities" who had been so wise and "enlightened".
Corruption in politics is universal. Some co. stands to make a lot of money if such a bill passes and that same co. has usually already bought a politician or a group of them to do their bidding.
California State Assembly members are an ideal example of the easily bought off politician.
