Discipline (wow, I had a hard time typing that word for some reason - kept coming out discsiplisn - scary!)... ahem.
Discipline wasn't taken out of schools (or at least, that wasn't the intent) - corporal punishment was. Grade One is different from higher grades, but still an undisciplined bunch of 6 year olds can be hell. My wife is able to keep very firm, but gentle, control over her class without ever raising her voice, and if all teachers had this talent/learned this skill, schools would be much more peaceful places, with a much better learning atmosphere.
I think some teachers used the removal of corporal punishment as an excuse for poor behaviour in their classes, but really there are other, better ways... they just take more work.
