Bush has labelled both Syria and Iran as enemies. (After all we've done to Iran we'd expect anything else?) They have an interest in seeing America doesn't maintain a puppet regime right next door.
You forget, the US illegally invaded a country which wasn't a threat half a world away.
The US gets along with military dictators as it wishes, it gets along with the Saudi Arabians. There is no moral reason for the Bush Administration to not negotiate with Iran and Syria.
Remember, the US is the aggressor, half a world away. Neither Iran nor Syria invaded Mexico or Canada.
