I haven't run across that event specifically, but it does not surprise me. Right now Marvel has one of those multi-title event things going on (they seem to have them continuously, lately). The big news is that there is a superhero registration act that requires a mess of limits and registering one's real identity. The heros are lined up in pro and anti camps. Cap was a leader of the antis. Stark was a leader of the pros. etc.
I follow only a couple of titles (Bendis' Avengers and Whedon's Xmen). I hate these meta stories because they screw with the plots of the books you want to follow and try so hard to lure you (with plot holes to fill) to buy a million other titles.
I seriously doubt that Cap will stay dead. And I think you read too much into the event.
