This confession is not the whole of the evidence against him by a long shot. He's been under U.S. indictment since 1996 for the Bojinka plot, just as one example.
I don't think it's particularly significant if he was actually responsible for every crime listed there, or just blowing smoke on some of them. There are enough crimes that he did commit to settle it.
