If his figures on the first 30' have any relation to reality, which is doubtful, it's just playing games with the high near-surface water vapor content. What percentage of the atmosphere is in the first 30'? Do you think that absorbed IR goes away after it's absorbed?

I am not aware of any "high near-surface water vapor content" and far as I know it is generally mixed throughout air column.
As far as percent of atmosphere in first 30'- it would some very small percentage. The first couple miles of atmosphere might be some around 1/2 of the atmosphere. So first 30' is some small fraction of 1%.

"By the way, gbaike, I finally found someone to bet me over global warming since you wouldn't:"

Do you concede that since the time you first wanted to take this bet, that global average temperature has not warmed? And therefore in your judgement had I taken this bet, would I be winning? But as I said at the time, I expected global temperature to rise- and it has risen less than I expected. I still think it's possible that sometime within next few years that global average temperature could get higher than 1998.
