re: You noticed that.

The founders of this country were as you have described them, intelligent and well-educated people who realized that there are basic principles to human existence that have to be addressed by a proper government. I don't treat them as deities: I have a lot of respect for them because of who they were and what they believed. It does not delight me to compare them to the quality of leadership we have today.

Their milestone--along a road that included the Magna Carta and others--was the realization that government is by nature an oppressive force, even when operating properly, and that a good government is one that is restrained from almost every direction and limited in its functions. The Bill of Rights was created because even then, they weren't sure the concept was clear enough.

As far as what they would think of our modern Federal government, whose primary function (by funding level) is now wealth redistribution from the productive to those who are not, and (according to you) the simultaneous restraining of the productive, I think "surprise" would be putting it mildly. To be fair, I don't think they'd be happy about the military budget, either.
