When I'm under contract, I get the big bucks for figuring out how to do hard things the easy way.
The base itself, assuming (as you seem to be) that it's out to sea somewhere, will be designed like a small oil platform. Supplies and equipment could be stored there. No need for a permanent boat to be moored.
