Tethered Aerostats already in use!!!

This tethered balloon reaches 3 miles altitude even without the Misner Effect. Carries a metric tonne of payload, and has lightning arrestor equipment. So, a mile-high 100 Megawatt Wind Ladder looks-to-be quite reasonable, although still technically challenging.
