Perhaps the CONCEPT* of the attack on the Pentagon was not - if we ignore the issue of a formal declaration of war and the existence of a formally organised body to conduct the "war".

However, the choice of "weapon" clearly places the Pentagon attack as a Terrorist act, imho.
