It's war. We can't expect our enemy to sit quietly in their home and wait their turn to get bombed. Rather, they'll come at us with the worst they can muster.

It's hardly unprecedented. In WW2, allied planners quickly realized that while a ruined factory could be rebuild in short order, a killed factory worker might take months or years to replace. Hence, it made more sense to bomb residential neighborhoods than industrial complexes. We went at them with the worst we could muster.
