I'm surprised at the politics here. If it was part of a long list of cuts that'd be one thing, but it's part of exactly 3: cut waste, fraud abuse; reduce Iraq war spending; kill NASA's manned spaceflight program. Especially to fund an education program -- it just opens itself up to the attacks others have quoted about taking away inspiration, jobs for scientists, etc.
From what I've seen, the "kill NASA" part of the plan has generated nearly as much attention as the plan itself (admittedly, on blogs, haven't checked MSM), with even quite a few people over at dKos being unhappy with the prospect.
While the public isn't excited about VSE, not at all, there are other even less popular and less productive programs. Or one could have just done all the funding with vague smoke and mirrors, as most candidates do (and as his other two sources are). It's strange to single out NASA, and I don't think that was something poll/focus group driven.
To be fair, *I'm* not a fan of VSE and wouldn't shed a tear ifthe money went into space science and we delayed a shuttle replacement. But I'm not keen on Obama's view.
