I think you summed it up pretty good.

Here's a perfect example of one of those violent, devolving ancient cultures who need to mend their ways. According to Technomics, this fellow learned the error of his ways and atoned for stoning two dogs to death 15 years ago by marrying a female stray dog in this life. He complained he was trying to get back the use of his hands which had become paralysed after killing the dogs.
