The answer should be to ban all handguns except from homes, businesses or in transit as verified by a phone call prior to movement to the local police force.
That would make it easy to identify the badguys. Face it, a badguy with a gun is going to have the jump on a person, so defensive handguns are more myth than reality. You could have 6 or 7 handguns on you, but with a gun pointed at your head you are at a disadvantage.
If everyone who otherwise had a handgun in their possession faced 1 mandatory year in the slam, period, we'd be able to solve much of the problem.
Because handguns are dandy offensive weapons, terrible defensive.
And, you're right. It's not going to happen. Interestingly enough, the early American rationale for having weapons is the same as is used by Iraqis - how else would a people defend itself from a foreign occupier? The personal and psychological motivations of the type of people who oppose gun control are obvious.
