And to answer your question.
How about we get rid of the problem at the source. Most crime (over 3/4s) is committed by REPEAT offenders. Instead of trampling on the rights of average law abiding people, why don't we get rid of the bad apples? Liquidate the prison population and within months the crime rate would drop by well over half. Within a few years it would drop by over 3/4s. That makes far more sense than banning inanimate objects.
