Yes, that is a contradiction.
First you say that guns can't be banned because they'll just be shipped in from outside, then you say to ban certain types and bring their numbers down to "tolerable" levels. That is a contradiction. Besides, if someone has decided to kill as many people as possible before killing themself, then making it a felony to walk out of their house with a loaded gun isn't going to deter them in the least bit.
