We're into these things for over 5 years and the Pentagon is just figuring it out? The US has been "training" local security forces for longer than it takes to graduate from West Point, Annapolis or the Air Force Academy. Vast amounts of money has been spent and huge quantities of arms supplied.
"The United States should instead focus its priorities on improving "civil governance" and building "local security forces," according to the report, referring to those steps as "capabilities that have been lacking in Iraq and Afghanistan."
Even though there has been great success as reported by the president and a succession of DoD people and generals, the study concludes it's deficient. (I think anyone with an open mind and access to the internet could have told them the same thing, but it wouldn't have cost as much.)
