PNAC is the neocon archthinktank, on the off chance you haven't heard of them. Wolfowitz, Rumsfeld and Cheney (herinafter referred to as The Unholy Trinity) are often cited as founders, but I can't confirm that. The official founders are William Kristol and somebody named Gary Schmitt, but the connection to The Unholy Trinity is clear enough from the fact that they're signatories to its founding Statement of Principles, along with Gary Bauer, Zalmay Khalizad, Scooter Libby, Dan Quayle, and other neocon luminaries.
I doubt that the NYT article is a fraud because it reads very much like PNAC's famous manifesto, Rebuilding America's Defenses, which unapologetically calls for American hegemony and uses very similar language in advocating that the US make sure that no other country accumulates sufficient power to challenge us. It was written in 2000 and given to Bush while he was a candidate, and includes this eerily prescient passage passage:
Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like apage 51
new Pearl Harbor.
