As you point out, no matter what the source of the oil, it's still not getting made as fast as it's getting used over the long run, and the "magic" oil, if any, is probably going to be harder to get at than the stuff a mile under the ocean.
Oil is too valuable a resource in industry and other things to be burning for fuel.
