My suggestion.
A unicameral parliament that has members which can only serve a maximum of 5 two year terms. Every four years (or five or whatever) this parliament would choose one of its own to serve as President (i.e. Prime Minister). If he does good, his supporters will be re-elected, if not, then they'll be booted, and so will he at the end of his term.
