It's a mindset
A lot of politicians tend to think of themselves as being part of a privileged set, not subject to the same rules as the rest of us; therefore, they think they're entitled to satisfy whatever urges come up (so to speak) at any time without any resulting fallout.
Actually, I think we should name it what it is: brainfart.
