Of course we'll keep troops on the ground.
We are still in Germany.
We still have troops in Japan.
Who in their right mind thinks that we can't declare the war in Iraq won becuase there are still some US troops there?
So what is stopping US from declaring the war over?
Of course we never declared war in the first place because of politics...So we will never declare the war over because of politics.
Obama won't pull the troops out and declare the war over any more than Hillary Clinton, John McCain, or George Bush will.
