OPEC is not what it was in the 50s, 60s and 70s. Increases in Russia, Africa, the North Sea, North America and the Gulf of Mexico has dropped OPECs share of production to just over 30%. In fact, OPEC was barely an entity at times in the 80s and 90s.
And yes, their organization could conceivably be fought with the WTO. China would probably go right a long with this, as almost every drop of oil they import comes from OPEC or Russia, and they are far from happy about the situation.
We would need backing and a more stable economy, OPEC has threatened to dump their immense dollar holdings and value Oil in Euros. That would torpedo us economically.
If Bush said this, you would be crowing like a rooster on cocaine. But since Hillary said it- its impossible buffoonery of the highest order!
