Again, the post soviet states control almost as much oil as OPEC does. North America, Norway and Mexico control another fair bit. OPEC is not invulnerable, and pressure can be brought to bear not to 'destroy' OPEC, but to get them to severely limit their production controls and preferential trading via the WTO.
