Cartels by nature are extremely difficult to hold together. Nothing would break them up faster then a decrease in global oil demand.

We know the next president will actually do something to reduce dependence on foreign oil. The fact we import more oil today than we did on 911 is one of the most obscene failures of the Bush Admin.
