You got it right the first time.
Its not fair for the people whose parents couldn't afford to send them to college to have to spend their lives washing the cars, shining the shoes and polishing the balls of those whose parents could afford it.
During the Civil War, the Federal Government instituted a general draft law, requiring young men to fight in the Army. There was a way out, though. You could pay a fine and you (or your military age son) could be excused--that is, legally exempted, from the military draft. This was called being a "Fortunate Son". You may recall, Creedence Clearwater Revival released a song of that name during the Vietnam War. That wasn't fair either, and for the exact same reason.
