This gets down to core beliefs.
Conservatives believe maximum economic growth and prosperity comes from people keeping their own money and spending and investing it where they choose. Conservatives belief that private surplus wealth is the engine of a growing economy.
Liberals believe maximum economic growth and prosperity comes from gathering wealth to the State and having the State spend it where the State thinks it will do the most good. They believe that the wealthy are basically parasites on society, and that the engine of an economy is the people who buy wide-screen TVs, not the people who invent, invest in, develop, and manufacture wide-screen TVs.
If you spend some time at Obama's website, almost everything he proposes falls into the latter category. Tax credits. "Investments" in every aspect of energy and industrial policy. Government money flowing where the government wants it to flow.
The discussion pretty much gets blocked at this point.
Liberal tax organizations like the one you quoted do not believe that economic growth results from reducing taxes, so their numbers are usually a "zero sum" game.
