It is an interesting perceptual effect....
When you project a laser straight up the impression you get is that the beam is being projected at an angle to a point above where you are standing...
It is not an effect that I have noticed with tall buildings....
If a space elevator is ever built you will have the same effect- people will probably find it rather disturbing to see a giant physical object leaning over them no matter where they are standing....
