Moderate, secular Palestian leadership needs to be developed, supported, and empowered. They need a real country with real power and authority to control their own affairs, and to control the radicals within their community. Right now the Palestian territories more closely resemble two weak Indian reservations, powerless within somebody else's country. And they don't even get to run a damn casino because of their religious beliefs.
It's a dramatic step, but perhaps the best solution may be to allow the Palestinians to take over Jordan (they're already a majority there and if it were a democracy they'd already be in charge - and by the way present day Jordan was actually part of British-mandate Palestine) then annex the West Bank and Gaza to the new nation state of "Jordan and Palestine".
This would finally give the Palestinians enough power and real authority to control their own destiny and enforce stable, peaceful borders, too.

Evacuating the West Bank settlements would help but isn't enough
