It's still POLITICAL aid, rather than Humanitarian.
Raul's comment is more an indictment of the low level of US aid generally, rather than how much they prop-up this strange Middle-east political fudge.
But I can't talk from any moral high ground. Australia is very miserly in it's foreign aid, too...
