Do Nothing.
If those areas are being combat patrolled in perpetuity by monitoring forces then the pepetrators should be detected and destroyed. As I said, I'm not advocating "smurfs" (useless, blue helmeted impotents). Those monitoring forces would be "combat" (war ships, planes, tanks, helicopters, RPVs.....the works. And serious boys). Any screwing around in those buffer zones and it's shoot obliterate on sight (nobody but the monitoring forces set foot in there unescorted). However, if some knuckleheads start lobbing over them into Israel proper, then it would be the offending host nation (Gaza/Westbank, Jordon or Lebanon) who would bear the burden and earn the wrath. Immediate trade embargos on the part of all UN signatories (prearranged) and the threat of UN coalition (NATO, EU, Russia....everyone) military retaliation against key infrastructure if the offending host or territory didn't police up it's renegades. Shut down their ports (air, land and sea) and break their economies (such as they are).
No playing nice or any half baked measures once the pre-1967 arrangement is in effect. Any "off the reservation" nonesense and the offending nation or region gets it, right in the chops. Now....you don't "burn them down" for a roman candle or two, but no one gets to hide behind the skirts of an enabling host nation again, nor hit and run back to an otherwise "safe haven". Some UN "stewardship" (UN rule with appointed govenor and appropriate forces) might be a good deterrent for the newly sovereign "Palestine" and perhaps Ledanon. Also, you don't rule and govern as "smurfs". You govern as bloody Romans. You simply cannot be an occupying force and Mr. Nice Guy at the same time. That's why America is so damn useless as an Imperialist power, militarily. In contrst They are really good at it economically, becasue the are so ruthless in business and commerce. So, you'd govern temporarily, but with an iron fist.
You may say Israel could just do this herself, but Israeli action or retaliation to such a degree would only result in a rekindling of ancient hostilites and a return to the current impasse. However, if Isreal is going to stick it's neck out by accepting the 1967 demarcation lines, then the Western Bloc and Russia have to be prepared to mercilessly hammer any offender (using brutal, disproportiate force), and the Arabs and other Islamist have to understand that "the world" means business when it comes to protecting Israel. Right to the hilt.
Messy business with no perfect resolution, to be sure. Just wish that damn Arafat had accepted Barak's proposal (had 90% of everything they wanted, except the Jerusalem issue) and been content with 90% of something instead of 100% of nothing. Such an oppotunity might never come again, espcially with Netanyahu and company on their way back to power.
Prayers for all.
Soory for the book, but this is no easy topic and there is no simple solution.
Sakander.
