A great deal of blue collar workers are exactly as you describe, but the ratio of good decent folks to sacks of fecal matter is narrowing. Just think how much money could be saved and/or redirected towards deserving people if simple tests were put into place. They don't even give drug tests for student loans. God knows how many billions are thrown away every year to people sponging off the system.
