EP, asteroid deflection isn't a driver. People will make asteroid interceptors, but they won't build space colonies to meet the threat. A few orbitting SpaceGuard telescopes, but nothing much has to be man-tended, let alone staffed in space. Some will take the threat as an excuse to orbit nukes or develop gigaton warheads, but no one will build a Moon Base out of it.
