Bowser is right
The fault lay with the Governors of the States involved and the mayors of the major cities.
I still believe that.
The local government knows the needs of its people far better than the Federal Government is ever could. It knows the hazards its community faces. It knows the resources it has. It should know when to call for Federal help.
If the local government needed help and didn't call for it, the fault is with them, not Obama.
