but what to do? It is not worth a conventional war.
Use all the diplomatic pressure possible, plus whatever means short of conventional war if supported by concensus and make it clear that if they use them they will be turned to glass, with or without concensus.
So what happens when it becomes impossible to prove where the bomb that blew up Peoria came from? Last man standing, I suppose.
