I would make dope into prescription substances.
It would be sold in pharmacies upon prescription of licensed physicians.
As far as drug testing, it would still be possible. An employer has the right to reject a drug user, regardless of how often or how recently he used the stuff.
Drug prohibition is a failure, and does little more than breed crime and fill our prisons with people who have no business being there.
