...the rich CEOs and welthy users do not receive any special pass from me. It should be so much easier for them to avoid it. But addictions are addictions. They find it easier to buy their way out of trouble than the poor addict, but the bottom line is what it does to the person.
I learned a LOT about the Mexican cartel drug networks after moving out here. The Police here are magnificently underfunded, as are all public services and they can't handle it at all. The tax base for the State just doesn't generate enough revenue to provide enough manpower to patrol, police or house all the offenders.
The demand for drugs in the West Valley is through the roof. The poorer neighborhoods surrounding Phoenix proper are home to hundreds of thousands illegal immigrants from Mexico and the drug cartels have ample manpower at their disposal.
As intricate as any gas-gouging price map, the cartels have steadily increased demand by targeting the junior high and high schools. First they give the weed out free to their "friends" then they start charging for it after they are hooked. It's a very sad affair.
We've had to perform intelligence threat assessments for this stuff, and you end up wondering how some regions aren't declared national disaster regions based solely on drug usage.
