Why not just simply assume that any enormous concentration of political power will inevitably be corrupt and abusive, and oppose world government on that basis? In my entire life, other than in science fiction books, I have never seen formal advocates of such world governments that were not collectivist or even totalitarian. The United Nations is almost completely collectivist in outlook, with Western democracies constantly on the defense.
The founders of the U.S. assumed that the states could become a "union" under a very limited government that would still permit the states and people their freedom and individuality.
The result was an all-powerful Federal government. The nations in the European Union are beginning to learn about this, too.
There are worse things than inefficiency.
