This is strictly a NIMBY thing, nobody wants it, no matter how safe it is, and short of sending in troops to force it onto Nevadans, no politician, left or right, is going to have the cojones to make this happen. It appears the major opponent to the project is the state's Republican Governor, so you can see this is not an ideological issue or a wacko environmentalist thing. The people there just don't want any part of it.
I remember when I lived in Oak Ridge, there was some talk of putting a proposed breeder reactor there primarily because the people of Oak Ridge love all things nuclear and no one else wanted it. The fact that Eastern Tennessee, TVA country, is absolutely the worst place in the world to build a breeder didn't seem to phase anyone. Fortunately, the inherently unstable nature and potential danger of breeders finally became common knowledge and calmer heads prevailed. Maybe O.R. will store the waste, I'm sure they'll take it, although I can't think of a worse place to put it.

It is frustrating. I see nothing technically wrong with this site.
