Defining it as "Using the resources of the State to provide the basic needs of people" works for me. Just as any individual or family must provide for the necessities first before spending on luxuries, a nation should finetune its economic system to ensure that everyone can survive without undue hardship, while leaving people as free as possible to do what they will with the surplus above that. I don't think anybody would really mind billionaires in a world in which nobody starves or gets rained on or dies for lack of medical care. It's just that in this world we seem to have calculated that each billionaire is worth the misery of N little people...and that offends the little people...
In simpler, leprechaun-free terms, broaden the pyramid sufficiently to take care of everybody down to the bottom, even if that means that the apex doesn't quite reach the stratosphere. CEOs can live with "only" 100 times the income of their workers, instead of the present 400. The world won't end.
