Let's not mash the TARP bailout deals with the "stimulus" package. They're two separate things, with (in theory) two separate functions.
Good luck finding anyone who actually knows what the TARP money is doing, where it went, or why banks are suddenly announcing profits.
As for the stimulus, you've bought the premise that economic growth occurs when you haul a few trillion dollars away from the private sector and spend it on those with the loudest lobbyists, heaviest campaign contributions, and most connected interest groups. If I can't argue you out of that, so be it.
I suspect as you work on distributing that money, and the pressure is brought to bear, you'll find some of this out.
