The Taliban is conducting an insurgency. They cannot operate without at least the tacit support of the vast majority of the population.
This is not true, and never has been. Countless insurgencies, tyrannies and revolutions throughout history have ruled large populations very effectively through outright fear. If the Taliban and al Qaeda didn't need fear, they wouldn't being doing the things they do to the populations they hide in. What do you think the main reason was for the Iraqis to turn against al Qaeda? It wasn't out of love for Americans.
That being said, I seriously doubt that the level of support is as low as 1 percent. I'd like to see a link--it's possible Buck misheard it. On the other hand, the level of support wouldn't be anywhere near as high as what you think it is, either.
