Strategy of arming former insurgents
From what I understand the arming was indirect. Essentially telling the bathist sunni insurgents they could keep any weapons they seized from Al Qeada groups, which was a substantial amount of arms.
What the strategy of "awakening councils" does do is buy time. Time for the Iraqis to make the political accommodations they need to make within their own nation, and time for us to get out.
