I watched it several times this morning and the woman was defiant, disrespectful and dared the cop. She asked for it and she got it. The cop was trying to get both of them off the roadway which was a good idea since cops and others get hit by idiot drivers all the time when they're standing on or just beside the road.
She was wrong, dead wrong. We PAY these people to protect us and to enforce the law. She BROKE the law and had no business being combative or disrespectful. Had she just said, "Yes, officer" and signed the damned ticket, none of that would have happened. Signing a ticket is NOT an admission of guilt but only a promise to appear in court.
Could he have handled it better? How, by physically manhandling her? He was damned any way he handled it because she's a 72-year old woman and she used that to the hilt. Age does NOT get you off the hook if you break the law. The cop could NOT have backed down and let the woman go. He had to handle the situation and she sure as hell didn't give him much choice. She was a bitch and got what she deserved.
